yes it is the ball is not in the players control until he has touched it. only then does it count as in control if less than a yard. it cannot be in your control if u havent touched it.
RE: yes it is You will notice that I said "within" not "in" the players control. The inference being that he is in a position to control the ball if he so wishes.
but by not touching it and merely stopping the other player from getting to it he is causing an obstruction and it is a foul and can also be a booking.
