Because that would be obvious and sensible. We are talking football authorities here. They don't "do" obvious. Or sensible.
That’s the trouble though - it’s all guesswork and has been from the start. Likely to continue like that as well.
Don't confuse Test events with other events. The rule from 17th May is 25% or 10000 in stadia whichever is the lowest. Test events can have more because they are testing if more is possible. But they do have stricter rules like testing everyone before and after etc. That's why the Cup Final etc is 20000 ish & crucible, some gigs etc had spectators sitting closer together. After the Test events data will be studied & maybe rules changed. The fact that STs have been capped at 11000 gives a clue - is the next step an increase to 50% ish ? (just my opinion not heard or read anything to back this up)
