In that article, Flitcroft says:

That's off the Football League, that's what Financial Fair Play tells you the lists are out there, you can find them and that is where my budget is."

I contacted the Football League to ask them where the lists can be obtained from, as Flitcroft suggested.

Here's the FL's response:

"Thank you for your email.

However we are unable to disclose any specific financial information relating to our 72 member clubs. We can only suggest you contact clubs directly yourself should you wish.

Thank you for contacting The Football League."

So, the information is not in the public domain, as Flitcroft suggests, and at best would appear to be a figment of his imagination.
