What you've been told is largely erroneous

Brawn only came in to being three months before the season started. They weren't working on the new car for the whole of the previous season because Brawn simply didn't exist. Brawn took over Honda and Honda had exactly the same constraints on developing a new car for the 2009 season as every other team. Brawn were actually at a massive disadvantage as they had no budget at all between Honda calling it quits and the season starting. They simply didn't have any money. Also, the 2009 car was developed with a Honda engine yet Honda also pulled out of supplying engines. Ross Brawn and his team had to somehow fit a different engine into the car with only a couple of months to the start of the season. That really is like trying to fit a square peg into a round hole.

One of the main reasons that other teams caught Brawn up during the season was that they threw £millions at developing their cars. Brawn were unable to do this due to their budget being significantly less.

What Brawn did was astonishing, yet I would argue that the Red Bull team had a car that was as good if not better than Brawn in the majority of the races. For me that makes Jenson Button a very worthy world champion who displayed an amazing amount of skill throughout the season.
