Has anyone actually phoned SYP to make a complaint?

    See what you're saying but in that case the driver would be arrested to "allow the prompt and effective investigation of any alleged offence" as there is a chance he/she could be committing offences against the state as well i.e. standards of driving.

    With a death involved where the victim cannot make a complaint, then of course due to the severity of the incident an investigation would begin as you would expect relatives of the deceased to make a complaint on their behalf.

    Get into murder then you're not talking criminal law, that's a common law offence.

    Investigations into serious assaults are commenced

    well before any complaint on many occassions eg where the injuires are so serious that a statement cannot be obtained.

    I would suggest that an investigation could have been commenced as soon as it transpired Hume was transferred to intensive care. Always got to consider the worst case scenario which in this case would have been the death of Hume.
