don't know if you got any facts wrong but if it was a well known tactic then the police should have been aware and planned for safety accordingly. no excuses
Yeah, we're talking about South Yorkshire's finest, here - not adverse to conducting cavalry charges in enclosed spaces themselves. http://news.bbc.co.uk/1/hi/wales/3147465.stm Apparently Keith Hill knew him.
Point 2 isn't really correct. Taylor report concluded that the police had failed to deal with the known bottleneck outside the Leppings Lane end. There were a huge number of fans with tickets who arrived late due to a crash on the motorway and police failed to deal with that, and that there was no evidence that were any more ticketless fans than would have been expected at any major sporting event and the police failed to plan accordingly and deal with that. It often gets attributed solely to the response on the day, the failings began weeks in advance with piss poor planning.
There were a few contributing factors but I don't think the fans were the most important one. It was the general attitude of establishment towards football fans at that time (probably justified in some respects). Fans were hooligans in their eyes and needed treating so. It was a focus on crowd control rather than crowd safety at the time (hence the fences round the front of the stands, penned in like animals). When it came to difficulties in controlling the crowd they failed miserably in their duty to keep the crowd safe. Even if there were drunk Liverpool fans, and even if they didn't have tickets (which is doubtful), the authorities should have handled it better. From the planning, to the policing on the day, even the immediate aftermath, it was a total c0ck-up. So many things that contributed.
A point that I never see anyone mention is The previous years Semi-Final at Hillsborough. It was between Liverpool and Nottingham Forest with the Scousers on the Leppings Lane. No one was killed, so what was different. I have the Taylor report somewhere upstairs with a telling photograph taken at 3 O'clock from the East Stand of the Liverpool fans. I'll post it here and let you decide.
Re: A point that I never see anyone mention is The year before virtually they exact same thing happened. It was only avoided through the response of the experienced senior police officer. No lessons were learnt from that years events and Duckenfield had virtually no experience of policing football matches and hadn't bothered to attend a game at Hillsboro prior to the match
Re: A point that I never see anyone mention is The biggest difference was they had a different Police Officer in Command
