Is their a fixed penalty for having a headlight bulb out?

    Seems to go both ways with fog, you get the people who don't have any lights on at all in thick fog, and those who stick the fog lights on when there is a slight mist but not real fog. I reckon in all the time I've been driving there's only really been one or two occasions where the fog light has been necessary, and I've never put the front fogs on.

    Sidelights and fogs show the real knobs who know they doing it. Love flashing them loads and see them brake in rear view mirror. Maybe irresponsible but not bothered
