I'd hope not I don't think anyone could really complain if a pen had been given but the Ukrane player had knocked the ball well away from goal and even had Hart not brought him down he would have done well to score- in fact he was already falling before Hart touched him. by the way why is a penalty never given in the circumstances when a defender clatters into a striker just after he has shot. The Walcott one where he shot - and the striker slid in hitting Walcott and making his collision with the keeper far worse.
