If you phoned the police up and said that Dave from number 22 has just broken into your house and stole your TV and you know this because you watched him, you even have him on CCTV smashing your window and then legging it with your 50 inch plasma then I've got a funny feeling the police might just take some action.
Whether he's a **** or not, he is **** as a footballer, and shouldnt even be in the squad let alone captain. Same goes for Rio. We have 7 or 8 better center halves IMO. Sick of seeing the same let-downs every 2 years. As for Wilshere, there is a huge chance he wont be going to the euros after his latest setback. So making him captain would be strange. Id give it Parker or Gerrard for the euros, and then Phil Jones in the future
Don't bother with a permanent captain, do it on a match by match basis. Last world cup all the players seemed to take it in turns to face the media anyway.
So if someone gets burgled it's not a crime unless they see it? Maybe one's a crime because it's a bit more high profile while the other is an expected risk of owning summat.
