just found a "tag thing" in mi bin

    Could it just be for initiative targetting?

    As I understand it, central government have to meet targets for reducing landfilling of waste, or be fined by the EU. Should this happen, they will pin the blame on those councils with the poorest records on recycling.

    Could it be as simple as data retrieval for which parts of town are recycling most and least stuff, in order to manage strategy for improving compliance in the less "green" areas and thus making sure the borough as a whole meets the targets?

    Not as daft as it sounds

    I heard on the radio a while back that there are locks designed for wheelie bins that either require a key to unlock, or will unlock when the bin is upside down.
