I wouldn't be surprised

If some of the fees went to fund research projects by the academic staff rather than just delivering the course. Afterall, no reasearch no academic staff and nobody to give lectures.

This leaves students open to two things

1) If the government cuts research budgets, student have to make up the shortfall

2) If a University wants to raise it's profile and attract "better" students, it needs to do more research, so the students pay for the Universities empire building (under the guise of getting a degree from a "better" University)
