Living within our means is fine for households. It's absolute economic illiteracy for nations given we spend over a much longer term and have a much larger strategic impact.
What about the brand new shiny headquarters? Whichever town you go to you'll usually find they've built themselves nice new plush offices (see Rotherham too).

Usually allowing the consolidation of multiple offices and back office services creating long term savings and land receipts. And driving regeneration of town centres.
I do seem to remember that David Cameron wrote to his local council to complain that the library was closing only to be told it was a direct result of the budget cuts that he'd imposed on them....
