There are a number of factors that govern the success of a transfer. Budget, player interest / ambition, wages, clubs etc. However one important factor is the skills and experience of those doing it. A good director of football, with a good network and the competence, capability beyond the average line can pull off some good work here, get things done early and make the squad better. In contrast if we compromise on the quality and experience of the team and leader managing this, we can lose out and get left behind. Often there is no neutral position. to add, managing the expectations of fans is also a factor. Not the most important one, but still relevant.
