    I think when you start paying more and more for them to do less and less, it grates somewhat. If councils stopped wasting money at the end of the financial year in order to meet financial budgets and either spent it efficiently throughout the year or reduced the burden to the tax payer, that would be a start. Until then, they can **** off.

    I work in a sector that gets phone calls at this time of year, saying any chance you can invoice us as we've not spent up, we'll work out what to do with it later.

    That is wrong but...

    the reason it happens is that if you don't spend your budgets from central government they get slashed the following year. The services where that happens aren't funded by the council tax although obviously if it is coming from central govt it comes from taxes elsewhere. the solution is to not require such onorous form filling and budget estimates at the start of each financial year. people don't want o be under funded so they overestimate. if it was more of a rolling budget councils would spend what they need

    I understand why it happens, the fact that everyone knows it happens from the bottom to the top, is what makes me sick. Public money should not be wasted in this manner.

    Yep agree. The only defence I would offer is money is wasted in every industry and sector in the world which we ultimately pay for as customers. however I accept the public sector will get more criticism for it as it is public money

    Unfortunately now we've got a stage where successive govts have loaded the public sector so much that it's nigh on politically impossible to cut it back.</p>

    Those in positions of authority by and large have no concept of where the money comes from - a bollock dropped in the private sector has repercussions for those responsible (banking excepted...) - not so in the public sector, certainly higher up the pays scale you go.</p>

    Councils have been turned from an organisation that serves the local community to one that tells the local community how to live, and that echoes right up to 10 Downing St.</p>

    We're at a stage where a large chunk of the population relies on the public sector to look after it via the benefits system or rely on it for their livelihood - a situation that Labour won't be unhappy about.</p>

    Meanwhile everyone else is made to pay for the excesses of local and national govt who get involved in areas where they have no business to.

    And local authorities do have a strategic role to shape services and the community. letting the market decide simply does not work

    It's not a question of opening everything up to market forces - it's the fact that in sections of the public sector 'empire builders' get a foot hold, build up their jobs and depts to such a level that they lose track of why they are there.</p>

    I say again, if it was a council or a PCT's own money they were spending,rather than the good old taxpayer's then we'd see a lot more efficiency.
