It’s in play as soon as it is touched. It used be travelling the distance of its own circumference. In the case of kick off from starting or restarting the game from the halfway spot it also used to have to travel forward as well. In addition to that last sentence and still stands today, players have to be in their own half of the pitch and both goalkeepers have to be on the pitch.
I think the coming off the line rule is ridiculous when Fernandes is stopping dead & doing a little jump before taking his pen. Not sure what the keepers meant to do. Not convinced Gallagher deserved a pen though, like Fernandes & Grealish he does that thing where he stops dead, doesn’t try to play the ball & pushes his leg out so he gets kicked. He got a free kick for it in the first half which I thought was ridiculous. He should’ve been taking a touch & then hitting it from there.
