    A way of doing it, without having a build up in fixtures is:

    If there's 4 nations participating as stated in the article, England, Holland, Italy and Russia, then take 6 teams from each nation.

    3 teams from each nation will play at home, 3 will play away. It can be worked so that each nation plays each nation home and away so each team plays one match, avoiding any fixture build up. And the winners then will be determined by which ever country has the most points from their 6 matches.

    Hope that isn't too complicated.

    Oh and the teams that qualify for it can be determined by a fair play league sort of thing, so the 6 teams from each nation who have accumilated the least red and yellows cards the season before.
