Well it's H&S overload isn't it? Can't do anything remotely dangerous these days without hard hat, big goggles, yellow jacket, safety boots etc etc. Makes me laugh when I see that on a tv news report in a wide open space nowhere near anything that might fall on them, or close to any big holes. It's just plain STUPID!

It’s January. It’s cold. It’s snowing in places. Why should anyone be surprised? Absolutely no snow here in Dundee but would not be surprised if we got a dump. It happens mid winter. Just put your boots on, an extra t shirt and wear your big coat, problem solved and get on with life.
My understanding is that if you clear the snow and someone slips, you *can* be liable. Whereas if you don't clear the snow and someone slips they are fully liable. Gov.uk helpfully says "You are unlikely to be sued or held responsible" - which isn't quite the same as "you won't be sued or held responsible" https://www.gov.uk/clear-snow-road-path-cycleway Anecdotally, as a kid one of the parents borrowed a mini snowplough and cleared the footpaths on the street without salting them - and overnight it turned into a skating rink. The pavements were black ice and the street was on a hill. As soon as you stepped onto the pavement to get on or off your drive, you were flat on your backside sliding past the next house down...
The steps are closed at Pontefract Hospital and have been for the last four years. The reason is if anybody slips and falls on them it's the trust that are liable. If they slip or fall on Slutwell hill it's tough titty.
