    From working on ops for WYP for 10 years previously, it is not often the CCTV that's the issue, more the people taking the stills from it ;)

    Assuming the images are from the hotel’s cctv, not the police’s, but again 14 years of funding cuts and SYP are probably using a Sony Ericsson t68i with the clip on camera.

    Will be from the local CCTV cameras in the area not from SYP.

    The body worn cams used in SYP would not produce stills of that poor quality
