Parole board had nothing to do with the release of the terrorist according to statement made by them. So who bleeding agreed to it? Tagging is cheap way of keeping tabs on folk due to prison overcrowding. Probation service on its knees due to failing Grayling. Surely to god the security services didn't sanction his release. Supervision orders don't work because there isn't enough staff to ensure they are being enforced.

European court of hooman rights said indeterminate sentences should be stopped. Although technically not part of the EU their decisions filter down and in 2012 the government removed this option from tje guidelines.

Just to clarify. The poles I know are hard working, friendly people who come here to graft. Licence conditions are the set of rules prisoners must follow if they are released with still a part of their sentence to serve in the community. The aim of a period on licence is to protect the public, to prevent re-offending, and to secure the successful reintegration of the individual into the community. They are not a form of punishment and must be proportionate, reasonable and necessary. If a prisoner is released by the Parole Board, the licence conditions will be suggested by the Offender Manager but will be agreed by the board. This from the Parole Board part of the Gov website, so it appears he hadn't served his full sentence, and the entire system is not suitable to control terrorist fundamentalist fanatics What to do? Whole of life sentences, never ever be released, and die in prison as the USA do. If anyone thinks that's inhumane and disproportionate I think the victim's families may not agree
