    but the passage reads like a manual in 'How to create a religion' ( catholic maybe) and social control. I can't make the leap to where it fits into the Social Security system in GB.

    It's a passage taken from Dostoevsky's 'The Brothers Karazimov' in which The Grand Inquisitor talks to Christ. It's essentially about freedom and human nature, which when you look at what social security is and what it could be, then in my view it's very relevant.
