    like in Full Metal jacket
    "What is this Mickey Mouse ****"
    "Who's in charge of this Mickey mouse operation"

    Meaning things like
    trivial ,small time ,amateurish, poorly organised/run, substandard,unimportant.unprofessional,laughing stock ,joke etc
    Harks back to the early cartoons when Mickey was a unskilled usually labourer a bumbling inept simplistic character making mistakes ,being unprofessional, no idea what he was really doing.
