That's what I thought as well Maybe it's encouraging them to go into debt which given how we got in this situation in the first place doesn't appear to be the best idea!
government is paying £1k but the car companies are being forced to give a further £1000 reduction if the customer happens to have an old car. If they've got a newer one then they dont have to give a penny.
