    Not sure if it's right or wrong - who is doing the actual welcoming?

    It's one of those slogans which don't mean much -

    e.g. SY Police did 'Justice with Caring' - Cumbria Police are 'Safer-Stronger' - Barnsley Hospital gives 'Quality with Care' -
    Social Services have a 'Passion for Caring'
