Depends largely on the historical context in which the word was used and. Jap isn't racist per se, but clearly WW2 had a large effect on the usage and connotations of the word. If I said "I love Jap manga culture" it clearly means something entirely different to, "****ing Jap's".

I wouldn't say Jap as it could be offensive, if in doubt just don't say it unless you don't mind offended Japanese people. I used to call Chinese chinky when I was younger until I knew better. I always called the local shop the Paki shop too, again, until I knew better. I am pleased to say that after a bit of work I got my parents to stop calling it that, and now even my nan doesn't (who isn't intentionally racist/trying to offend anyone, that's just the language she was brought up using).
