Solvent based paint, thinned right down will seep in and stain it, technically it’s a paint but works like a dye, alternatively you can purchase brick tinting kits which will dye it and bond permanently to it. Done both options many times over years depending on where the tiles were located.
So what's stopping that seeping in to your tiles and colouring those? Yes, you've got the ceramic glaze, but that's only over the front of the tile. If the dye is permeating the grout then (unless it's a very expensive fully glazed tile) it will also permeate the tile, through the edge where it's not glazed, and be clearly visible through the glaze on the front. And, as previously stated, will look like a cnt.
No it doesn’t, partly due to the substrate and partly to how it’s applied. Like I said on other comment done it on numerous occasions in the past in a variety of locations including commercial areas like Gyms and Swimming pools to peoples houses. Majority of this was floor areas where builders have used wrong colour grout. The Company gave a life time warranty.
