    You will require a far greater thickness of rockwool insulation to match the R value of the 25mm pir celotex board, which also has some fire resistance (check data sheet). Also if you are cladding with reclaimed scaffold boards approx 35mm thickness, that should give you around 30 minutes fire protection. Penetrations excepted. Treat surface of boards with a fire retardant finish.
    I am not an expert on fire safety.

    PIR and then SuperQuilt multi stapled over the top on battens.

    I did my garage with 2" insulation straight against the brick and then screwed 50x25 tile battens over it at 600 centres for the plasterboard to fix to.Then used 3" insulation on the floor with chipboard flooring over it.
